Starting only a couple of years before the beginning of the BlazBlue Series, Flames of Hope chronicles the final years of the Ikaruga War. Hayato being a bounty hunter during the midst of it working for a mercenary organization, tasked with taking down war criminals among other targets. Working with a rival organization headed by the enigmatic vampire Chi and his assistant Nika-Mito. While at the same time dealing with corrupt NOL officials, attempting to attack the innocent. Among the corrupt being Engineering Colonel Relius Clover.

- Hayato Maragi: The Main Protagonist of the OVA series. He wields the ars armagus known as Dyuramu, a shape-shifting weapon custom-designed for him. Fighting in a mercenary organization he is often the first man out for fieldwork at the insistence of his superiors. Often butting heads with his rival, Chi. He cares about the lives of the innocent and will not hesitate to fight the governments for their sake.
- Mason Maragi: Hayato's younger brother, a timid but mature child for his age. Often the victim of teasing from Mizunu, Mason keeps a level head despite his slight fears. Always following Hayato around on missions, he uses his chance to train himself and admire the sights of the cities amidst the war. Skilled with the use of blunt weapons such as wooden bats or steel pipes when cornered.
- Mizunu: A wolf beastkin that knows Hayato's younger brother. Assumes dominance by messing with him, but actually uses it to hide her weak self inside. A very strong but protective individual at heart. Fights with close-quarters combat as well as her wolf claws. Shown to get along well with Nika-Mito and Valkyria.
- Valkyria: Hayato's superior, a fair and level headed leader of the organization. Responsible for many successful captures of criminals during the Ikaruga War. She also has a mother-like relationship with both him and Hayato's brother Mason, who both reciprocate in kind. She doesn't fight unless forced to, wielding a pistol ars magus dubbed 'Cassul's Prey'.
- Chi: The leader of Hayato's rivals' organization. Often joined by Nika-Mito in fieldwork. Has a rather joking rivalry with Hayato on the job. A personal family friend otherwise. Hinted to be an observer, but is so for unconfirmed. Fights with his own fists and feet rather than an ars armagus, magic, or familiars.
